The government’s New Towns Taskforce has officially recommended Victoria North in Manchester as one of just 12 locations nationwide to be designated as a “new town”. Backed by a £4 billion regeneration plan, the scheme is set to deliver 15,000 homes across seven new neighbourhoods, reshaping North Manchester over the next two decades. 

Recognition by the taskforce signals the sheer scale of the Victoria North project, along with the importance placed on northern regeneration to tackle housing supply, infrastructure needs, and sustainable growth.

What does the New Towns Taskforce say?

In the report, the New Towns Taskforce identified locations that would be suitable to become a new town – meaning they are transformational, well-planned, and sustainable. The taskforce looked into:

Scale of Housing

  • The site must be capable of delivering at least 10,000 new homes.
  • Ideally, it should provide a mix of tenures (private, affordable, social rent) to meet diverse demand.

Connectivity

  • Strong transport links are essential (rail, tram, road, bus).
  • Potential for new infrastructure investment (like Metrolink in Manchester’s case).
  • Schools, healthcare, utilities, and digital connectivity must be factored in.

Location & Land Availability

  • Large parcels of under-utilised, brownfield, or greenfield land suitable for regeneration.
  • Ideally close to existing economic centres (jobs, universities, services).

Deliverability & Value

  • Evidence that housing can be delivered at pace once designation is given.
  • Ability to support local jobs, training, and economic growth.

Sustainability & Environment

  • Net-zero ambitions, low-carbon construction, and sustainable transport.

Victoria North was selected under “inner-city development and densification in Manchester”, recognising both its scale and its potential. The scheme meets several of the Taskforce’s criteria: building at least 10,000 homes, providing economic and transport connectivity, delivering affordable housing, and doing so in locations where existing infrastructure and brownfield land offer opportunity.

 

What is Victoria North?

Victoria North is a joint venture between Manchester City Council and developer Far East Consortium (FEC). Key facts:

  • The regeneration is on under-utilised brownfield land, roughly 155 hectares between Victoria train station and Queen’s Park, north-east of Manchester city centre.

  • It aims to create seven neighbourhoods across the site, with approximately 15,000 homes, intended to house around 40,000 people.

  • A ‘City River Park’ is part of the plan, 46 hectares of new green space running alongside the River Irk, along with better walk and cycle links, new parks and public realm.

Why ‘New Town’ status matters
